The Captain Superintendent also adds that the

Covernment must have know that the Indian Police lived out, but admits, in this case, that he is responsible for their so doing. This point needs, therefore, no further comment as your Committee hau already expressed its view that the arrangement was a mistake.

The Captain uperintent says that the promises are "in suaøer a place of horror", "impossible to defend atinst an "armed raid except by a considerable body of men actually in *position under arms", and "a positive death-trap in the event of

armed attack".

It seems almost unnecessary to comment on thege remarks. If they are put forward as a ground for leaving the place unguarded at night except by the one Constable they seem to dis- -close an acquiescence in an intolerable condition of affairs.

If on the other hand they are put forward merely

as condematory of the promises the fact that no serious effort of any kind seems to have been at any time made by the Captain Superintendent to bring to the attention of Government the urgent necessity for the early amelioration of the situation seems to

indicate the same thing.

There are three further exl1 points to which attention should perhaps be dram:-

(a). The safe and rus vere not kept in the safest part of

the buildings.

(b). There was no fastening of any kind on the door of the

Guard Room where the arms and safe were kept. The door

slides from left to right.

(c). The Station has not been inspected by the Captain

Suporintendent of Folice since September 1909. Captain Lyons, Deputy Superintendent of Police, when roting for ier. Bedeloy visited the Station on the 18th. September,

1911.
